I saw a Levadia game a few years ago in Europe, against Drogheda, and it was at their own ground.
From memory back then, though I didn't get to games, you will find lower division games at all sorts of different times, but grounds are equivalent to parks/private grounds, so would be like Middlesex County/Kent County, in the main.
There is a fourth division side called Jalgpallihaigla, they are the supporters side of the Estonian national side, & their main man Madis is very friendly & speaks good English, I last saw him at the Queen's Park supporters side in Glasgow in June. Go to their website & and get his email, if you need help with fixtures.
Also, if you need anything Estonian translating from webasites try contacting Nick/Captain Caveman on the Worthing supporters messageboard. He's a decent bloke too, & his parnter, living over here, is Estonian, so he should be able to translate anything football you don't understand.
