Liverpool have been involved in matches that ended up with rule changes to the Champions League. Winning in 2005 and finishing outside the qualifying places resulted in a rule change by UEFA so that winners qualify for the follow seasons competition if the league position is below normal entry level.
The question is which other match involving Liverpool resulted in a change to the competition and what was the change?

Does this include European Cup games as well as post 1992? If so, does the UEFA ban on English clubs count as a change of rules or competition?
Edit: more to the point, was it the Heysel game against Juventus in 1985 and was the change the removal of English clubs from European competition for five years?

no member association can have more than 4 qualifiers regardless of where the winners finish in their national league.
Before Liverpool won in 2005 there'd been no precedent set

I don't know the precise answer, but I expect it's something to do with Liverpool's first appearance in the European Cup in 1964-65.
In the quarter finals they had two 0-0 draws with 1. Köln. They then played a third game which was also a draw, and after that the two teams tossed a coin to decide who went through.
Was it after this that third games were scrapped, and the away goals rule was introduced? It wouldn't have helped in the particular instance, but there were two other ties in that year's European Cup which were decided on coin tosses after three games - when the away goals rule would have produced a winner after two games.

Liverpool were also involved in a reply in 1966-67 against Petrolul Ploiesti in the 1st round. I think replays, or play-offs as they were called, ended around 1968-69, so your answer isn't correct.
