Was one of the licencing requirements of being in WSL1 that the players of a club must be full time?

Yes, so it's a bit up in the air where they'll play next season. They may have to go down to the National League rather than just be relegated to the Championship (or WSL2, if you prefer).

They way things are going in the WSL1 it will end up a closed league made up of mainly women's teams attached to the big men's PL teams who have the budget and see the potential for expanding their brand.

Arsenal, Chelsea and Manchester City already dominate the WSL and will soon be followed by Manchester United & Tottenham Hotspur with Liverpool & West Ham already in WSL1
