Surely you'd have to have an EGM to change the constitution at this stage - and while I don't know a great deal about the specifics, there are usually clubs who vote against any post-AGM change on principle. So I'd expect the division to play the season a club short.

The most recent example that comes to mind is the Isthmian, summer 2010. Ashford Town resigned post-AGM and the league switched Chatham Town (back) from 1 North to 1 South. Sure the change was a no-brainer, resulting in both divisions beginning the season with 22 clubs rather than 23-21, but AFAIK there wasn't an EGM.
