Stonehouse Town are promoted to the Hellenic League following a request from the FA.

Southmead CS Athletic are Relegated

Bromley Heath United are promoted from the Bristol Suburban League.

Sharpness are promoted from the Gloucestershire Northern Senior League.

Filton Athletic from the Bristol Suburban League and Quedgeley Wanderers from the Gloucestershire Northern Senior League have been invited to fill the vacancies in the league

Constitution is as follows subject to an appeal from Cribbs Reserves from the Bristol Premier Combination

Filton Athletic is moving to the ground used by Southmead CS Athletic in the County League last season.

Rumours of an appeal by Cribbs Reserves against not being allowed into the Gloucestershire County League as both Bristol Premier Combination champions and GFA Senior Cup winners.

Apparently the Gloucestershire County League rules state that no reserve XIs are allowed in the league, which is contrary to FA Rule.

Presumably they lost the appeal since they are still in the Bristol Premier Combination? On what ground did the GFA deny their appeal if the GFA's constitution is contrary to FA rules?

I have heard two different stories.

The first is that the Gloucestershire County League denied receiving an application from Cribbs.

The second is that the Gloucestershire County League stated that the application was received after the due date.

Cribbs has stated that they applied and well within the time limit. I know the Cribbs secretary and he is very efficient.

I think that the Gloucestershire County League didn't want a reserve XI.

Since then there has been a meeting involving the Gloucestershire FA with the league.

The league wishes to comprise 18 teams in future not the current 16 laid down by the FA. As the league is at Step 7 and from the Summer of 2020 that step will no longer be part of the NLS, 18 teams may be possible.

The league also operates a minimum ground grading higher than the FA's They were told that this was not permissible.

I understand that another meeting is to be held shortly and that the Gloucestershire FA is pushing for 2 up and 2 down with clubs from 4 leagues qualifying for promotion to the league namely -

Bristol Premier Combination Premier Division
Bristol & Suburban League Premier Division 1
Gloucestershire Northern Senior League Division 1
Hellenic Division 2 West

The rumours are that there is not going to be an Hellenic League Division 2 West next season, but a straight Division 2.

The Appeal was dismissed because it was found Cribbs didn't apply to the league as per the league rules. They applied late (April) because they incorrectly believed that there was an FA rule that requires 2 clear steps between the first and reserve teams in the NLS.

The league rules haven't prevented reserve teams for a couple of seasons.

From next season the League like all step 7 leagues is back in the local football pyramid, which is well documented in Gloucestershire. I know the GFA intend to resurrect the Liaison Committee to agree on who fills vacancies after promotion and relegation are sorted in accordance with the existing rules for the local pyramid.

Only changes I've heard of are that

- the GFA are keen to include the Hellenic second divisions so any Gloucestershire affiliated club has to go through their feeder league.
- the ground grading standard will drop to the FA minimum for step 7.

[1] The demand for places in the Glos Co League and
[2] the movement of Herefordshire/south Worcestershire clubs towards the Hellenic League and
[3] the movement of the Western League towards the South-West.
[4] a Maximum 16 teams per Step 7 Division

Has the time come to create a second Step 7 Division in the Gloucestershire/Bristol area?
